(NECN) - The city of Boston has cited the owner of a house in Allston, where a Boston University student was killed in a fire last weekend.

Boston's inspectional services department allege Anna Belokurova was operating an illegal rooming house by allowing 19 people to live in the two-family home, and didn't have proper permits for basement bedrooms.

It's not clear what caused the fire which killed Binland Lee of New York.

If Belokurova doesn't bring the house up to code, the citations could be sent to housing court.
