(NECN/NBC/WVIT: Jeff Saperstone, Shelton, Conn.) - Police have arrested a man who allegedly paid a 17-year-old girl $21 to beat up a 13-year-old girl whom he alleges was bullying his daughter.

Police arrested Philip Prokop, 42, after he allegedly planned the attack, which the 17-year-old carried out.

The community is in shock.

 "Just unbelievable. How could you, how could you," said Jean Poniros, owner of a local diner.

The victim's father, Bill Landan, insist their daughter is not a bully.,

"She was picked up and thrown head first into a car. My daughter ended up with a concussion, according to Griffen Hospital she had a concussion," Bill Landan said.
