Oxana Shevel, an expert with Tufts University and the Ukranian Research Institute at Harvard University, says that he is in some ways.
"Countries such as Germany, Poland, Italy, up to 30 percent say their gas comes from Russia, but at the same time, Russia is much more dependent on Europe," she said.
Shevel cites a leaked document from the EU that states if they impose gas and oil sanctions on Russia, the Russian economy would be dealt a horrible blow.
"The cost for Russia would be much, much higher than the cost for Europe," she said.
