(NECN/NBC News: Steve Handelsman) - The U.S. government has concluded that the Syrian government did use chemical weapons against civilians, killing hundreds.

As the Pentagon prepares a military response and President Obama considers giving a green light, Secretary of State John Kerry called the chemical "an obscenity."

"Despite the excuses and equivocations that some have manufactured, it is undeniable," Secretary Kerry said. "As a father, I can't get the image out of my head of a man who held up his dead child, wailing while chaos swirled around him."

Kerry indicated the Syrian government will pay, saying "President Obama believes there must be accountability for those who would use the worlds' most heinous weapons against the world's most vulnerable people."
