(NECN/ABC) - The levees held back. The punishing winds did not. And, what the more than 100 mph winds didn't damage, the rain saturated. Hurricane Dolly has now calmed to a Tropical Storm, but left behind ravaged homes, downed power lines and widespread flooding.
Some South Texas residents tried in vain to clear clogged storm drains, so the water would not back up into their homes.
And, more help is needed almost everywhere. Over 100,000 Texas are without electricity.
The full effect of flooding might not be seen for days as rain dumped by Dolly's inland march flows into the Rio Grande Valley, home to more than one million people.
