President Donald Trump has proposed using public-private partnerships to realize his trillion-dollar infrastructure plan to rebuild America, a funding mechanism that has seen spectacular successes and failures, NBC News reports.

Texas offers a good example of each.

A 41-mile stretch of the high-speed toll road east of San Antonio was built after investors offered to build and operate it. A decade later, the corporation is bankrupt and still owes $430 million to U.S. taxpayers, and much more to its backers.

Meanwhile, Dallas' Klyde Warren Park has five acres of green space, food trucks, a restaurant and more, shooting up nearby real estate values since it was built on top of a freeway. Oh, and the city doesn't pay a dime for its operation or maintenance.
