Advocates for the homeless say a bill to tighten New Hampshire's voting laws could make it harder for people without a fixed address to vote.

The Republican-authored bill adds new requirements for anyone who registers within 30 days of an election to prove they live where they claim and plan to stay there. Not everyone has access to documents such as a driver's license or lease bearing the address they use to vote.

Republican Sen. Regina Birdsell, the sponsor, says the bill isn't intended to target homeless voters and won't stop them from voting. The new registration form allows people to initial saying they have no evidence to verify where they live, and that they understand local officials will try to verify where they live.
