The incoming leader the region's storm-battered public transit system says he wants to restore the faith of riders but isn't sure refunds are the way to do it.

Frank DePaola takes over as interim general manager of the Massachusetts Bay Transportation Authority next week. He suggests that offering discounts on future service may be a more realistic gesture to help make up for weeks of frustrating delays and cancellations.

Asked Thursday about the possibility of refunds to commuters, DePaola said every dollar the T gives back would be a dollar that can't be invested in system improvements.

MassDOT's finance committee is expected to discuss potential options next week.

Gov. Charlie Baker says he's open to reimbursing customers, but would first want to know how such a plan might be implemented.
