When officers arrived on scene, they located fresh graffiti in the laundry room of the complex at 276 State St.
Located nearby was Jacob O'Connell, 41, with evidence of the crime in his possession.
Authorities also located the same type of fresh graffiti on the outside building of Starbucks in the square.
