A man fired at least 17 shots at an apartment complex in Essex, Vermont Tuesday evening.
Essex police believe Patrick Perras, 45 of Essex, VT was having a “mental health event” when he fired at the building near Franklin Square around 5 p.m. Tuesday, according to NBC5.
Perras surrendered to police around 5:30 p.m. He faces reckless endangerment charges,
No injuries were reported.
