RI Lottery Officials Pushing Back Against Daily Fantasy Sports

State Attorney General Peter Kilmartin ruled in February that daily fantasy sports are legal because they involve more skill than chance.

Rhode Island Lottery officials have sent a letter to the House Finance Committee arguing that regulation of daily fantasy sports would violate the state's constitution.

The Providence Journal reports a Division of Lotteries attorney stated in the letter that daily fantasy sports is considered gambling under Rhode Island law regardless if they are characterized as games of skill or chance.

Marilyn McConaghy wrote that state law prohibits betting on "the result of any trial or contest of skill, speed or power of endurance." The letter was submitted on Wednesday.
