Congress and the bombing campaign against ISIS has stirred up controversy among Americans.

Congressman Stephen Lynch, who represents Massachusetts' 9th District, was one of just two Bay State Dems who supported President Obama's strategy.

The $500 million request calls to arm and train Syrian rebels.

Congressman Lynch says he agreed with the president's strategy because it was using money already approved to the department, the issue is scheduled to be revisited Dec. 11, and the proposal clearly prohibited US combat troops on the ground.

"Up until now, ISIS has had unvetted control of that territory," began Congressman Lynch. "They've only got about- some say 20,000 to 30,000 people- but they've got a huge land area they've got to defend there now, and these air attacks are very disruptive to their coordination so I think it's a good thing."

Khorasan is another militant group based overseas. Congressman Lynch says they have a focus on attacking the United States and Europe and pose more of a direct threat to US airlines and embassies.

In addition, Congressman Lynch was asked if he believes that President Obama should use his authority to attack without Congress approval.

"If he thinks that they are a threat, he has that under Article Two," Congressman Lynch said. "What I would like to see is Congress have a full debate and if we're going to give a military use of force authorization to the president, then it ought to be narrowly described within that authorization."

In addition, Congressman Lynch addressed the legislative break amidst these issues.
