"We've been working feverishly throughout the night on 95...hopefully we can get that open this afternoon...they've gotten all the water pretty much off the highway," said Carcieri.
"They've been able to pump the water off the highway...southbound is clear of water...northbound they still have another lane or lane and a half," said Carcieri.
"When you see it (the flood damage) from the air, it's just staggering," said Carcieri.
