R.I. Attorney General Finds Daily Fantasy Sports Legal

The findings have been forwarded to the governor and state lawmakers

Rhode Island Attorney General Peter Kilmartin says he has determined that daily fantasy sports are currently legal under Rhode Island law.

Kilmartin said on Thursday that he conducted a review and has forwarded the findings to Gov. Gina Raimondo, Senate President Teresa Paiva Weed, and House Speaker Nicholas Mattiello.

Attorneys general in several states have found that the games are illegal.

Kilmartin says that in Rhode Island, the question depends on whether chance is a dominant factor in determining how prizes are distributed. He found that daily fantasy sports are a mixture of chance and skill, and therefore allowed.

Even though it's legal, Kilmartin says he believes there should be strict regulations imposed on the operation of such sites. He is encouraging the General Assembly to establish regulations.
