Welc, a tour manager for the reggae pop band Emblem3, was ordered held on $50,000 cash bail, according to the report.

Police say the Welc first approached the victim last Friday as she waited in line for the concert and offered to buy her a drink. As the victim was watching the band, Welc allegedly grabbed her by her waist and took her to the second floor to buy her a drink.

Despite the victim repeatedly telling Welc she wanted to back to watch the band, Welc took the victim into a small room and shut the door, where he raped her, according to police.

When she was able to get away, the victim told a friend about the assault in the restroom, police said.
