A Randolph, Massachusetts, charged with violating the state's "upskirting" law is set to be arraigned Tuesday morning.
Police in Hingham say Terrell Skerrette was caught on surveillance aiming his cell phone at a woman shopping at Kohl's while she was bending over to try on shoes.
Skerrette, 28, was arrested last Friday and was released on personal recognizance bail.
