Rhode Island's new governor is preparing to release her first proposed state budget and deliver her first budget address to lawmakers.

Democratic Gov. Gina Raimondo is scheduled to address lawmakers at the Statehouse on Thursday night.

The annual speech lays out a governor's priorities for the year.

Raimondo has said repeatedly that creating jobs is a top priority and the budget will put job creation front and center.

She says the state must "break the cycle" of making cuts because of the poor economy, which in turn makes the economic outlook worse.

Her plan is for the fiscal year beginning July 1.

Lawmakers typically make significant changes before approving a budget at the session's end.

House Speaker Nicholas Mattiello's top priority is exempting retirement benefits from the state income tax.
