The Vermont House is set to debate a bill that would ban teachers' strikes and the impositions of contracts by school boards.

The measure due up for debate Wednesday has divided the Democratic majority in the House, with the Education Committee in favor and the Committee on Housing, General and Military Affairs opposed.

Multiple versions of the legislation have been proposed, with one calling for a ban on strikes and impositions and then a study of what mechanisms should be used to replace them as ways to resolve labor disputes.

One of the issues being debated is whether labor disputes would be sent to binding arbitration. That idea has support from the teachers' union, the National Education Association of Vermont, while it is sharply opposed by a school boards group.
