Doubts Arise on Report That ISIS Ordered FGM

The United Nations said Thursday that the Islamist militants who control parts of Iraq have ordered all women and girls in and around the city of Mosul to undergo genital mutilation — but doubts have emerged as to the basis for the report. Those questioning the claims suspect the "fatwa," or Islamic ruling, may be from over a year ago and that it doesn't fit the cultural traditions of the region, Reuters reported. And some media analysts pointed out that the decree circulated on social media uses ISIS's old name.
