6 Ways Justice Stevens Would Change the Constitution

Retired Supreme Court Justice John Paul Stevens calls for six changes to the Constitution in his new book, the second the 94-year-old has released since his retirement. One amendment would allow Congress to force participation in background checks for guns; another would change the Second Amendment to permit gun control. Other amendments would abolish the death penalty, make it easier to limit spending on elections and rein in partisan drawing of electoral districts.
