Guard Wasn't Paying Attention During White House Breach: Report

A uniformed Secret Service officer outside the White House wasn't listening to his two-way radio when a man leapt over the fence and charged into the White House in September, a damning new report has found. A person familiar with the Department of Homeland Security report found the officer, who was in charge of a dog, didn't have his earpiece in, and a standby radio was in his locker. At the time, he was in a van, talking on a phone, the report said. "This is a harsh report," a Homeland Security official said, "but it is intended to help fix the problems that this incident made very apparent."
