Prosecutors Say Massachusetts State Police Unit Had 2 Quota Systems

According to a report, the second quota system required a minimum of 12 citations during each eight-hour overtime shift

Federal prosecutors say troopers in a troubled Massachusetts State Police unit had a second illegal quota system for issuing traffic tickets.

Last month, the U.S. attorney's office in Boston described how troopers had to issue at least eight citations per four-hour overtime shift for a program aimed at reducing crashes on the Massachusetts Turnpike.

The Boston Globe reports that the second quota system, detailed in a sentencing memo filed Wednesday, required a minimum of 12 citations during each eight-hour overtime shift.

Ticket quotas are unconstitutional in Massachusetts.

Prosecutors say failing to meet the quotas drew scrutiny from supervisors and command staff.

State and federal investigations into overtime abuses, including bogus traffic citations, has led to criminal charges against 10 troopers from the now-disbanded unit.

State police officials have denied the existence of quota systems.
