Federal prosecutors say troopers in a troubled Massachusetts State Police unit had a second illegal quota system for issuing traffic tickets.
Last month, the U.S. attorney's office in Boston described how troopers had to issue at least eight citations per four-hour overtime shift for a program aimed at reducing crashes on the Massachusetts Turnpike.
The Boston Globe reports that the second quota system, detailed in a sentencing memo filed Wednesday, required a minimum of 12 citations during each eight-hour overtime shift.
Ticket quotas are unconstitutional in Massachusetts.
Prosecutors say failing to meet the quotas drew scrutiny from supervisors and command staff.
