The former chairman of the North Haven Housing Authority in Connecticut has been accused of drugging and raping another man at a party.

Ralph W. Cook IV was arraigned Wednesday on charges of sexual assault and unlawful restraint in Meriden Superior Court. He's free on $100,000 bond.

His lawyer, William Dow, said Cook will plead not guilty when the case is transferred to New Haven. He said allegations aren't always true.

The New Haven Register reports claims in court documents by a 37-year-old man that Cook gave him a drug and sexually assaulted him at a Halloween party Oct. 31, 2013, in a bedroom at Cook's home.

Court documents say Cook told police he's being blackmailed and asked for help.
