Police have identified the man shot dead in an apartment early Saturday morning and investigators are looking for the person or people responsible.
Police have ruled the shooting of Floyd Fooks, 31, of New London, a homicide and said it's the city's first one in 14 months.
"It's kind of unusual that a city of this size and the make-up of this city doesn't have a homicide in the calendar year," New London Acting Chief of Police Peter Reichard said. "I don't see it as a set-back. It's unfortunate that this took place. We will move forward and work with the community to prevent acts like this from happening."
The incident happened at 37 Spring St. at 2:15 a.m. on Saturday. Police said that they received 911 emergency calls reporting about four to six shots fired and a man down.
When officers arrived on scene moments later, they found an unresponsive man in the basement apartment. The man had multiple gunshot wounds. He was transported to Lawrence & Memorial Hospital where he died shortly afterward.
An autopsy will be done on Fooks Sunday.
Reichard said it's likely the shooter(s) knew the victim.
"Based on the circumstances of how the event went down I believe that the victim was known to the perpetrator," Reichard said. "The perpetrator knew the victim."

A man who owns a home two doors down from where the shooting happened said he doesn't think the incident makes his neighborhood any less safe.
”Anything like this just seems like an isolated incident," neighbor Mike Parizo said. "So, I don’t think it’s anything indicative of the neighborhood or the city.”
The incident is being investigated by the New London Police Department's Detective and Patrol Divisions, the Connecticut State Police Major Crime Unit and the New London County States Attorneys Office.
