Police are investigating after a neglected and injured puppy was found in a bag on the side of the road in Southington and they said they have video of a car that was seen dropping the bag the dog was in.

Southington Animal Control responded to the area of Empress Drive and West Center Street Thursday after a resident reported that she found a small beagle, around 6 weeks old, in a bag on the side of the road.

The puppy was brought to an area veterinarian and found to have injuries and signs of serious neglect.

The puppy is still being treated at a local veterinary and his health is improving. Police said he is starting to eat and play and is expected to recover.

There is a lot of interest in the puppy and Southington Animal Control has received many inquiries about adopting him, but he is not ready for adoption, according to police.

When the puppy is healthy enough to be adopted, police will notify the public.

Southington police are investigating and said they obtained video showing a light colored four-door sedan dropping the bag containing the dog on Empress Drive at approximately 11:35 a.m. Thursday.

They are asking anyone with any information about the incident or the vehicle to call Detective James Armack at 860-621-0101.

Desmond’s Army Animal Law Advocates Inc. has contacted the Southington Police Department and is offering a pledge of $500 for information that leads to the arrest and conviction of the person(s) responsible for leaving this dog.
