Record-Low Arrests in Salem, Mass. on Halloween

Police in Salem, Massachusetts, say there were a record-low number of arrests during the massive Halloween festivities, according to the Boston Globe.

About 100,000 people headed to Salem and only eight people were arrested for various charges ranging from disorderly conduct to assault and battery.

Three of the people arrested will remain in police custody and five will appear in court Monday.
