In December 1991, Cuomo was ready to fly to New Hampshire and sign up at the last minute, but a budget battle kept him in New York and he decided not to run. Word of his decision came less than two hours before the registration deadline, disappointing a small crowd waiting for him in Concord.
Executive Councilor Deb Pignatelli remembers taking her sons to watch what she thought was going to be a historic moment. And Wes Stinson, who ran the write-in effort, says he remembers a "crazed adventure" of promoting a non-candidate.
Cuomo got 4 percent of the Democratic vote.
