Sure enough, Tropical Depression #4 strengthened to become Tropical Storm Colin. The strong winds aloft Matt was expecting to weaken the storm by Thursday kicked in even quicker than anticipated, and Colin has been fizzling. Matt gives us the update and surveys the rest of the Atlantic.
