Biden Rules Out National Shutdown to Stop COVID-19

President-elect Joe Biden on Thursday ruled out a national shutdown, saying, “Every area, every community can be different, and so there’s no circumstance in which I can see that would require a total national shutdown. I think that would be counterproductive.”
