Halloween Parade Canceled, But New Sculpture Announced

One of Vermont’s most popular Halloween celebrations had to be canceled due to the pandemic. But to soften that blow, business leaders in Rutland announced Thursday they’re working on a year-round tribute to one man who helped make the city famous.
