Scandal over waiting lists at VA hospitals led to hundreds of calls for Shinseki's resignation this month and the embattled secretary believed he couldn't carry out future reforms without becoming a distraction himself. But the issue of wait times is nothing new — it has been detailed in reports going all the way back to 2004. A report President Obama received Friday shows 64% of VA medical facilities are still falsifying medical appointment dates. In Washington Friday, Obama blamed the system for the agency's failures, while House Speaker Boehner said it's Obama's leadership that's the issue.
