(NECN/KLAS) - Most of the Las Vegas Valley is under a flash flood warning as drivers deal with rain-soaked streets for a fifth day in a row.

Clark County, which includes Las Vegas, has issued a declaration of emergency.
The county manager says with the declaration in place, the county can call on the state and federal government for help -- to get resources to people as quickly as possible.
