Gunfire in Lynn, Massachusetts, prompted police to issue a shelter-in-place order Wednesday, but it didn't lead to the arrest of the shooter.
The lockdown was lifted after about an hour, but the shooter wasn't in custody as of Wednesday afternoon, according to Lynn police.
While Lynn residents and students were no longer being told to stay inside, police still urged them to be vigilant in the wake of the shooting.
"This appears to be a targeted shooting and not random. We encourage residents to be vigilant and to keep your doors locked. We ask everyone that has security video to check their cameras during and after this incident," they said in a Facebook post.
As of Wednesday afternoon, the shooter remains at large. Police identified the suspect, with help from surveillance footage, as 23-year-old Anthony Gutierrez. He faces charges of assault with a dangerous weapon with intent to murder, carrying a firearm without a license, discharging a firearm 500 feet from a building, and illegal possession of ammunition.
Investigators believe the target was inside a white Toyota Camry with Massachusetts license plate 4RAW48. They are looking to speak with those people as part of the investigation.
People in the area of Commercial Street, South Street and Market Square had been told to secure their homes and shelter in place, as well as those around the Lynn Commons and abutting streets.
The gunman was believed to be on foot.
